The Union Position for the World Radiocommunication Conference 2027<\/h2>\n\n\n\n

About this initiative:<\/strong>\u00a0The conference is expected to take multiple decisions that might affect EU law, policies or programmes relying on the radio spectrum. This initiative will propose a common position to guide EU Member States when negotiating on the EU\u2019s behalf at the World Radiocommunication Conference 2027, organised by the ITU from 18 October to 12 November 2027.

Feedback from Europeans for Safe Connections<\/h2>\n\n\n\n

1. Evaluation of RF-EMF Exposure Densification (Agenda Items 1.6, 1.7, 1.8, 1.10, 1.11 & 1.13)<\/strong>
The EU position should apply the Precautionary Principle<\/strong> when negotiating new spectrum allocations and emerging communication technologies. The EU should ensure that the cumulative impact of the measures addressed under Agenda Items 1.6 to 1.13 does not undermine the principles of the Budapest Declaration<\/strong>, which identifies \u201cnew and emerging issues, such as electromagnetic radiation\u201d as requiring attention.<\/p>\n\n\n\n

The introduction of Direct-to-Device (D2D) satellite systems<\/strong> should not be assessed in isolation from terrestrial telecommunications infrastructure. D2D is developing as part of an increasingly integrated hybrid terrestrial\u2013satellite communications system.<\/strong><\/p>\n\n\n\n

For example, Satellite Connect Europe has announced investment in 5 ground stations in Europe<\/strong> to support D2D satellite connectivity. This illustrates that the overall RF-EMF exposure environment associated with D2D should consider not only the satellite-to-device link, but also the terrestrial infrastructure required to support and integrate satellite services.<\/p>\n\n\n\n

At the same time, D2D has the potential to reduce the need for some terrestrial infrastructure<\/strong> in areas where satellite connectivity can provide coverage without requiring terrestrial base stations. This potential should be explicitly considered in EU policy.<\/p>\n\n\n\n

The EU should therefore encourage an exposure-optimisation approach<\/strong>, rather than treating the deployment of each new communication technology independently. Where D2D or other Non-Terrestrial Network (NTN) technologies can provide adequate coverage and capacity, their potential to reduce the need for terrestrial transmitters should be assessed (e.g. to enable the decommissioning or relocation of existing transmitters).<\/p>\n\n\n\n

Particular attention should be given to locations in the vicinity of homes, schools, kindergartens and hospitals<\/strong>. The objective should be to minimise unnecessary population exposure while maintaining reliable communications services.<\/p>\n\n\n\n

2. Protection of „Human Radio Quiet Zones“ (Agenda Item 1.16)<\/strong>
As D2D moves from an experimental „proof of concept“ to a structural component<\/strong> of 5G\/6G networks (3GPP Release 17), it aims for ubiquitous coverage that effectively eliminates remaining „low radiation zones“. ESC advocates for:<\/p>\n\n\n\n
