While enthusiasm for digital technologies in the classroom once prevailed, a significant shift has occurred in some countries\u2014driven primarily by growing scientific evidence that supports real-world experiences from schools regarding the negative impacts of digital addiction on children\u2019s brains and mental health. Excessive screen use leads to a significant decline in attention, a drop in academic performance, an increase in cyberbullying, and the development of anxiety. The overuse of digital technologies is also linked to social isolation and a decline in face-to-face interactions. These factors are leading countries to take a decisive step: to restore an environment in schools free from constant digital distractions, to protect attention, and to enable the development of cognitive skills.\u00a0<\/p>\n<p>An up-to-date overview of specific measures across Europe has been prepared by Life Resonance z.s. <em>Last updated: 27 April 2026<\/em><\/p>\n<\/div>\n<ul>\n<li>\n<h3>Austria \ud83c\udde6\ud83c\uddf9<\/h3>\n<p>Full-day school ban for ages 6\u201314<\/p>\n<div>\n<p align=\"left\"><strong>Rule: <\/strong><a href=\"https:\/\/rundschreiben.bmbwf.gv.at\/media\/rundschreiben_nr._17_2025_aenderung_der_schulordnung_2024_bds.pdf\" target=\"_blank\" rel=\"noopener external noreferrer\" data-wpel-link=\"external\">Federal regulation<\/a>, effective since May 1, 2025, prohibit students in grades 1\u20138 from using cell phones, smartwatches, and similar devices during school days, school events and lessons outside of school. Devices must be turned off if not otherwise specified.<\/p>\n<p><strong>Exceptions:<\/strong> Use is permitted only for education, care purposes, medical reasons, or if school policy set different rules.<\/p>\n<p><strong>Sanctions: <\/strong>Devices must be surrendered and are returned at the end of the school day or given to the parents.<\/p>\n<p>Austria <a href=\"https:\/\/www.reuters.com\/legal\/government\/australia-europe-countries-move-curb-childrens-social-media-access-2026-04-24\/\" target=\"_blank\" rel=\"noopener\">announced<\/a> in March 2026 plans to ban social media for children under 14.<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Belgium \ud83c\udde7\ud83c\uddea<\/h3>\n<p>Full-day school ban for ages 3\u201318<\/p>\n<div>\n<p align=\"left\">From 2025, Belgium\u2019s three language communities \u2014 <a href=\"https:\/\/gallilex.cfwb.be\/textes-normatifs\/53356\" target=\"_blank\" rel=\"noopener\">French<\/a>, <a href=\"https:\/\/www.vlaanderen.be\/onderwijs-en-vorming\/wat-mag-en-moet-op-school\/afspraken-op-school\/verbod-op-gebruik-van-smartphones-en-andere-slimme-apparaten\" target=\"_blank\" rel=\"noopener\">Flemish<\/a>, <a href=\"https:\/\/pdg.be\/desktopdefault.aspx\/tabid-4891\/8665_read-73401\/8665_page-25\/\" target=\"_blank\" rel=\"noopener\">German-speaking<\/a> \u2014 have banned the private use of mobile phones during school hours\u2014both in lessons and during breaks\u2014in nearly all compulsory education institutions including preschools.<\/p>\n<p align=\"left\"><strong>Exceptions:<\/strong> Use is permitted only for education, medical reasons, or reasonable measures for students with special educational needs.\u00a0<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Bulgaria  \ud83c\udde7\ud83c\uddec<\/h3>\n<p>Full-day school ban for ages 7\u201318<\/p>\n<div>\n<p><strong>Rule:<\/strong> Since 2016, lessons have been mobile phone-free; from January 2026, this extends to a <a href=\"https:\/\/www.bta.bg\/en\/news\/bulgaria\/1000784-bulgarian-schools-to-ban-mobile-phones-as-of-january-2026\" target=\"_blank\" rel=\"noopener\">near-total ban<\/a> on all mobile and smart devices throughout the entire school day including breaks for primary and secondary education.<\/p>\n<p><strong>Exceptions:<\/strong> Use is permitted only for educational, health, or emergency purposes.<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Croatia \ud83c\udded\ud83c\uddf7<\/h3>\n<p>Full-day school ban for ages 6\u201318<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p><strong>Rule:<\/strong> A 2026 <a href=\"https:\/\/mzom.gov.hr\/vijesti\/zabranjeni-mobiteli-u-svim-osnovnim-skolama\/7637\" target=\"_blank\" rel=\"noopener\">nationwide ban<\/a> prohibits mobile phones use during the school day in primary schools; devices must be turned off and stored in bags or lockers all day (including breaks and lunch). Secondary schools retain existing bans on unauthorized device use specifically during class hours. (A nationwide regulation was proposed by MP <a href=\"https:\/\/mozemo.hr\/bez-mobitela-u-skoli-zastita-djece-na-mrezi\/\" target=\"_blank\" rel=\"noopener\">Ivana Kekin<\/a> in 2025.)<\/p>\n<\/div>\n<div class=\"content-visibility-auto\">\n<p><strong>Exceptions:<\/strong> Use is permitted only for educational, health, or other approved purposes with explicit school permission.<\/p>\n<\/div>\n<div class=\"content-visibility-auto\">\n<p><strong>Sanctions:<\/strong> Determined by each school&rsquo;s internal regulations.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Czech Republic \ud83c\udde8\ud83c\uddff<\/h3>\n<p>No national ban (School autonomy)<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p><strong>Rule:<\/strong> Individual schools decide their own policies, ranging from no restrictions to full-day bans. The Czech School Inspectorate recommends to schools to ban the use of mobile phones or to limit their use only to educational purposes.<\/p>\n<\/div>\n<div class=\"content-visibility-auto\">\n<p><strong>Exceptions and sanctions:<\/strong> Determined by each school&rsquo;s internal regulations.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Cyprus \ud83c\udde8\ud83c\uddfe<\/h3>\n<p>Full-day school ban for secondary schools<\/p>\n<div>\n<p><strong>Rule: <\/strong>On October 29, 2024, a full-day <a href=\"https:\/\/sch.cy\/mc\/371\/tropopoiitikoi_kanonismoi_mesis_kdp350_2024.pdf\" target=\"_blank\" rel=\"noopener\">ban<\/a> on the use of mobile phones and smart electronic devices (e.g., smartwatches, tablets with internet access) was imposed in public secondary schools.<\/p>\n<p><strong>Exceptions:<\/strong> Permitted use only under teacher supervision for educational purposes, or in cases of emergency related to safety or health.<\/p>\n<p><strong>Sanctions:<\/strong> The teacher seize the device, ensures it is turned off, hands it over to the school secretariat, and returns it to the student at the end of the school day. Violations also trigger \u201cpedagogical measures\u201d as provided for in the regulations.<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Denmark \ud83c\udde9\ud83c\uddf0<\/h3>\n<p>Planned full-day ban for ages 6\u221216<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p><strong>Rule:<\/strong> On September 30, 2025, a parliamentary majority approved the recommendations of <a href=\"https:\/\/uvm.dk\/media\/3b4bd0mu\/aftale-om-mobilfrie-folkeskoler-og-fritidstilbud-mv.pdf\" target=\"_blank\" rel=\"noopener\">The Commission<\/a> on Well-Being for Mobile Phone Free Primary Schools and After-School Programs. Legislation for the 2026\u20132027 school year will require local boards to ensure schools and after-school facilities are mobile phone free during school hours.<\/p>\n<\/div>\n<p><strong>Exceptions<\/strong>: Use is permitted only for medical reasons, disability needs, or educational use.<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Estonia \ud83c\uddea\ud83c\uddea<\/h3>\n<p>No national ban (School autonomy)<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p><strong>Rule:<\/strong>\u00a0Under internal regulations, schools define their own policies, ranging from classroom-only restrictions to full-day bans. While schools may prohibit the use of phones during lessons without permission, or ban devices on desks or during exams, schools cannot mandate that all students surrender their devices, even if rule violations occur.<\/p>\n<p><strong>Exceptions and sanctions:<\/strong> Determined by each school\u2019s internal regulations.<\/p>\n<p>Note:\u00a0 <a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/02673843.2026.2652280#d1e471\" target=\"_blank\" rel=\"noopener\">Asso et al. (2026)<\/a> suggest a balanced approach for the Estonian school environment.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Finland \ud83c\uddeb\ud83c\uddee<\/h3>\n<p>Lessons-time ban for ages 7\u201316<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p><strong>Rule:<\/strong> <a href=\"https:\/\/www.finlex.fi\/fi\/hallituksen-esitykset\/2024\/212\" target=\"_blank\" rel=\"noopener\">Statutory nationwide ban<\/a>, effective August 2025, prohibits phones, tablets, laptops, and smartwatches during lessons for grades 1\u20139. Schools may extend these rules to breaks or the full day and requiring phones to be stored away during breaks. In 2026, Finnish Institute for Health and Welfare issued new <a href=\"https:\/\/thl.fi\/en\/-\/recommendations-for-children-on-the-use-of-digital-devices-completed-personal-smartphones-not-recommended-for-children-under-the-age-of-13\" target=\"_blank\" rel=\"noopener\">national digital guidelines<\/a> advising against smartphones for children under 13 and recommending limited screen time.<\/p>\n<p><strong>Exceptions:<\/strong> Use is only permitted for educational purposes with the teacher&rsquo;s permission or for medical reasons.<\/p>\n<p><strong>Sanctions:<\/strong> Teachers and principals may seize devices that disrupt learning.\u00a0<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>France \ud83c\uddeb\ud83c\uddf7<\/h3>\n<p>Full-day school ban for ages 3-15<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p align=\"left\"><strong>Rule: <\/strong>A<a href=\"https:\/\/www.legifrance.gouv.fr\/jorf\/id\/JORFTEXT000037284333\" target=\"_blank\" rel=\"noopener\"> 2018 law<\/a> bans phones, tablets, and smartwatches in preschools, primary and secondary schools, even during breaks. Since 2025, students under 15 nationwide must store devices in lockers under the <a href=\"https:\/\/www.itp.net\/opinion\/the-digital-pause-frances-plan-to-curb-screen-time-in-schools#:~:text=Pupils%20aged%2011%20to%2015%20are%20experiencing,on%20mobile%20phones%20during%20the%20school%20day.\"><em>\u201cDigital Pause\u201d<\/em><\/a> initiative. While high schools retain autonomy, most also restrict phone use.\u00a0In 2026, France proposed a <a href=\"https:\/\/www.theguardian.com\/world\/2026\/jan\/27\/france-social-media-ban-under-15s\" target=\"_blank\" rel=\"noopener\">law<\/a> banning social media for children under 15, and at the same time, a stricter ban of mobile phones in upper secondary schools is under negotiation.<\/p>\n<p><strong>Exceptions:<\/strong> Use is permitted only for students with a disability or a chronic medical condition who need to use the connected device for health reasons.<\/p>\n<p><strong>Sanction:<\/strong>\u00a0School staff may seize unauthorised devices, as the school rules enforce mandatory surrender.<\/p>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Germany \ud83c\udde9\ud83c\uddea<\/h3>\n<p>Varied rules across federal states<\/p>\n<div>\n<div class=\"content-visibility-auto\">\n<p>Since education is governed by the federal states, regulations vary significantly across Germany.<\/p>\n<p>Unlike German federal states with immediate bans, <strong>Baden-W\u00fcrttemberg<\/strong> requires schools to set their own mobile device rules by the 2026\/27 school year via a <a href=\"https:\/\/km.baden-wuerttemberg.de\/de\/schule\/schulartuebergreifend\/handyregeln-an-schulen\" target=\"_blank\" rel=\"noopener\">2025 law amendment<\/a> (<span data-subtree=\"aimfl,mfl\" data-processed=\"true\">\u00a7 23, paragraph 2b<\/span>), avoiding a uniform statewide ban. Concurrently, the state introduces <em>\u00ab\u00a0Informatics and Media Education\u00a0\u00bb<\/em> starting in grade 5 to boost media literacy.<\/p>\n<p><strong>Bavaria<\/strong> introduced the blanket ban on private mobile use in schools in <a href=\"https:\/\/www.gesetze-bayern.de\/Content\/Document\/BayEUG-56\" target=\"_blank\" rel=\"noopener\">2006<\/a>, which was relaxed in 2022. For the 2025\/2026 school year, a <a href=\"https:\/\/www.bllv.de\/vollstaendiger-artikel\/news\/handyverbot-wieder-hin-her-staatsregierung-7335\" target=\"_blank\" rel=\"noopener\">full-day ban<\/a> returns for students up to grade 7. Devices must be turned off including breaks. Use is allowed only for medical reasons or educational use with permission. Teachers can seize devices, returning them at day&rsquo;s end. From grade 8, schools set their own rules.<\/p>\n<p>Effective the 2025\/26 school year, <strong>Brandenburg<\/strong> mandates that private smartphones, smartwatches, and tablets be switched off and stored out of reach (e.g., in lockers, cupboards) for grades 1 \u2013 6 in primary and special needs schools. In exceptional cases, such as medical necessity, teachers may permit use. Based on revised administrative regulations (<a href=\"https:\/\/bravors.brandenburg.de\/verwaltungsvorschriften\/vv_schulbetrieb\" target=\"_blank\" rel=\"noopener\">VV-Schulbetrieb, Art. 12<\/a>), stricter school-level rules remain valid, while the coalition agreement prioritizes analog media for grades 1 \u2013 4.<\/p>\n<p>Effective the 2025\/2026 school year,<strong> Bremen&rsquo;s<\/strong> <a href=\"https:\/\/www.bildung.bremen.de\/sixcms\/media.php\/13\/11041-Erlass%20001-2025.pdf\" target=\"_blank\" rel=\"noopener\">Decree No. 001\/2025<\/a> bans private smartphones, smartwatches, and mobile devices in primary and secondary level I schools. Devices must be switched off and stored out of sight (e.g., in bags or <em>\u00ab\u00a0phone garages\u00a0\u00bb<\/em>) on school premises. Exceptions apply for medical or emergency needs. The mobile phone may be temporarily seized, usually until the end of the school day. <span class=\"whitespace-pre-line\">Secondary level II, adult education, vocational schools set their own rules.<\/span><\/p>\n<p><a href=\"https:\/\/starweb.hessen.de\/cache\/DRS\/21\/8\/02048.pdf\">School Act Amendment<\/a> of <strong>Hesse<\/strong>\u00a0designated all public school buildings and grounds as smartphone-free zones, banning private phones, tablets, and smartwatches during school days in 2025. Primary schools enforce a total ban, with exceptions only for emergencies, medical needs, or approved lessons. Secondary schools may permit limited exceptions in designated areas for older students. Teachers can seize devices, returning them at day&rsquo;s end.<\/p>\n<p><strong>North Rhine-Westphalia<\/strong> is not imposing a statewide ban, but is rather strongly recommending that schools implement their own rules regarding the use of electronic devices.<\/p>\n<p><strong>Saxony<\/strong> introduced a full-day school ban in <a href=\"https:\/\/www.revosax.sachsen.de\/vorschrift_gesamt\/21425\/49098.html\">State regulation S\u00e4chsGVBl. p. 434<\/a>, prohibiting the use of smartphones, including tablets and smartwatches in primary schools up to grade 8, effective February 21, 2026.\u00a0 Use is permitted only for students with a disability, a chronic illness or in individual cases approved by the teacher.<\/p>\n<p><strong>Saarland<\/strong> is presently implementing bans targeting specifically the usage of mobile phones in primary schools.<\/p>\n<p><strong>Schleswig \u2013 Holstein<\/strong> tightened regulations via a <a href=\"https:\/\/www.schleswig-holstein.de\/DE\/fachinhalte\/S\/schulrecht\/Downloads\/Erlasse\/Downloads\/Nutzung_digitaler_Endgeraete.pdf?__blob=publicationFile&amp;v=1\" target=\"_blank\" rel=\"noopener\">decree<\/a> dated June 19, 2025. For grades 1 &#8211; 9, the use of digital devices outside of class is now strictly excluded, permitted only during lessons and school events for educational or emergency purposes. A more flexible approach is permitted for students in grade 10 and above, while schools may still adopt stricter rules in their bylaws for lower grades. This replaces previous ecommendations from 2023 with binding requirements.<\/p>\n<p><strong>Thuringia<\/strong> <a href=\"https:\/\/bildung.thueringen.de\/fileadmin\/ministerium\/publikationen\/thueringer_schulgesetz.pdf\">enacted<\/a> a statewide ban in 2024. It prohibits <a href=\"https:\/\/www.schulportal-thueringen.de\/home\/medienbildung\/medienbildung_und_schulische_praxis\/regelungen_digitale_endgeraete\" target=\"_blank\" rel=\"noopener\">use<\/a> of personal cell phones, smartwatches, and tablets in primary schools, as well as in community and special education schools for grades 1-4 during lessons and breaks. Exceptions apply only for educational use. Disruptive devices may be seized, with the principal deciding on their return.<\/p>\n<div>\n<div class=\"progressive-markdown-content markdown-rendering\">\n<p><strong>Berlin, Hamburg, Rhineland-Palatinate,<\/strong><strong> Lower Saxony, Mecklenburg-Western Pomerania<\/strong> and <strong>Saxony-Anhalt<\/strong> have decided not to implement regulations at the state level and have leave the decision entirely up to individual schools to set their own rules regarding the use of private digital devices.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Greece \ud83c\uddec\ud83c\uddf7<\/h3>\n<p> Full-day school ban for ages 6\u201318<\/p>\n<div>\n<p><strong>Rules:<\/strong> Greece implemented a nation-wide <a href=\"https:\/\/www.minedu.gov.gr\/news\/59225-29-08-24-11-allages-sta-sxoleia-gia-to-2024-2025\" target=\"_blank\" rel=\"noopener\">ban<\/a> effective September 11, 2024, prohibiting students in primary and secondary schools from using mobile phones, tablets, smartwatches, and other electronic devices. If students bring devices to school, they must keep them in their bags throughout the entire school day. Ban primarily aims to combat cyberbullying and minimize disruptions.<\/p>\n<p><strong>Exceptions:<\/strong> Use is permitted for medical reasons.<\/p>\n<p><strong>Sanctions:<\/strong> Policy violations result in immediate one-day suspensions, with harsher penalties for repeat offenders.\u00a0<\/p>\n<p>During the first three months of the 2024 school year, a total of <a href=\"https:\/\/www.ekathimerini.com\/news\/1254888\/over-10000-pupils-expelled-for-violating-school-cell-phone-ban-minister-says\/\" target=\"_blank\" rel=\"noopener\">10,700 students<\/a> were suspended for violating rules prohibiting the use of mobile phones in Greek schools.<\/p>\n<p>Greece will <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/greece-ban-social-media-under-15s-2027-pm-says-2026-04-08\/\" target=\"_blank\" rel=\"noopener\">ban<\/a> access to social media for children under the age of 15 from January 1, 2027 due to rising anxiety, sleep problems and the addictive design of online platforms.<\/p>\n<p>Greece will <a href=\"https:\/\/www.reuters.com\/business\/media-telecom\/greece-ban-social-media-under-15s-2027-pm-says-2026-04-08\/\" target=\"_blank\" rel=\"noopener\">ban<\/a> access to social media for children under the age of 15 from January 1, 2027 due to rising anxiety, sleep problems and the addictive design of online platforms.<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Hungary \ud83c\udded\ud83c\uddfa <\/h3>\n<p>Full school-day ban for ages 6\u201319<\/p>\n<div>\n<p><strong>Rule:<\/strong> <a href=\"https:\/\/njt.hu\/jogszabaly\/2024-245-20-22\" target=\"_blank\" rel=\"noopener\">Government Decree 245\/2024<\/a>, effective September 1, 2024, restricts the use of telecommunication devices, recording equipment, and internet-capable smart devices during school hours in elementary schools (grades 1\u20138), middle schools (grades 5\u201312), and vocational schools (grades 9\u201313).\u00a0\u00a0The devices must be surrendered at the start of the school day and stored in designated closed areas until the end of the school day. Teachers are also banned from personal phone use.<\/p>\n<p><strong>Exceptions:<\/strong>\u00a0Students may use devices only for teacher-approved educational activities or principal-approved medical needs with documentation. Teachers are restricted to educational or emergency use only.<\/p>\n<p><strong>Sanctions:<\/strong> Teachers may seize prohibited devices and return them to students (if 18+), parents according to institutional procedures.<\/p>\n<\/p>\n<\/div>\n<\/li>\n<li>\n<h3>Ireland \ud83c\uddee\ud83c\uddea <\/h3>\n<p>Full-day school ban for ages 4\u201318<\/p>\n<div>\n<p>The Department of Education and Youth mandates that all <a href=\"https:\/\/assets.gov.ie\/static\/documents\/Circ0044_MobPhone_Ban_PrimarySchools_Final.pdf\" target=\"_blank\" rel=\"noopener\">primary<\/a> and <a href=\"https:\/\/assets.gov.ie\/static\/documents\/Circ0045_MobPhone_Restriction_Policy_PPSchools_Final.pdf\" target=\"_blank\" rel=\"noopener\">post-primary<\/a> schools ban personal mobile phone use throughout the school day, including breaks and lunch, starting in 2025.\u00a0The government allocated \u20ac9 million for <a href=\"https:\/\/assets.gov.ie\/static\/documents\/Circular_0046_2025_Circ_MobilePhone_Storage_Funding_PostPrimary_updated.pdf\" target=\"_blank\" rel=\"noopener\">secure phone storages<\/a>, mainly for post-primary schools.<\/p>\n<div class=\"progressive-markdown-content markdown-rendering\">\n<div class=\"content-visibility-auto\">\n<p><strong>Exceptions:<\/strong> Each school decides its own rules with input from the community.<\/p>\n<\/div>\n<div class=\"content-visibility-auto\">\n<p><strong>Sanctions:<\/strong> Penalties are decided by each school&rsquo;s own policy.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/li>\n<li>\n<h3>Italy \ud83c\uddee\ud83c\uddf9\u00a0<\/h3>\n<p>Full-day school ban for ages 3\u201319<\/p>\n<div>\n<p><strong>Rule:<\/strong> Italy banned mobile phones in schools in 2007, but easing restrictions in 2017.
