Enhancing the strategy for the rights of persons with disabilities up to 2030
About this initiative: This strategy contributes to building a Union of equality by providing an EU framework for disability policies. It supports implementation of the European Pillar of Social Rights and the UN Convention on the Rights of Persons with Disabilities.

Building a Union of Equality demands a comprehensive policy framework that ensures the full inclusion of all citizens, reflecting the EU’s core values of equality and non-discrimination on the ground of disability.
The Imperative of Including Environmental Sensitivities
In our constantly evolving technological and chemical world, a growing number of citizens are affected by Electrohypersensitivity (EHS) and Multiple Chemical Sensitivity (MCS). These conditions are disabling for those who experience them. They confine individuals to „marginalized existences“ and an „invisible prison,“ depriving them of full participation in society. Persons with disabilities still face considerable barriers to participation and inequalities in all areas of life. A fully inclusive society is one that leaves no one behind.
This reality creates significant implementation gaps in core areas where the Commission has noted limited progress:
- Independent Living and Segregation: Many persons with disabilities are segregated from community life and lack control over their daily lives, particularly those living in institutions. Environmental barriers caused by EHS/MCS directly undermine the right to independent living, as affirmed by Principle #17 of the European Pillar of Social Rights.
- Accessibility and Participation: Persons with disabilities continue to have difficulties accessing products, infrastructures, and services, including digital and technical information. For those with EHS, the expansion of wireless technologies presents a critical barrier to digital participation. New societal challenges, such as the use of Artificial Intelligence, require ensuring persons with disabilities can participate in and benefit from these developments on an equal footing with others. Alignment with UNCRPD and Evidence
The EU is committed to implementing the UN Convention on the Rights of Persons with Disabilities (UNCRPD). The Convention recognizes disabilities based on whether the condition „hampers a normal life,“ even if not yet medically demonstrable.
- The UN Committee on the Rights of Persons with Disabilities, in its April 2025 report regarding Canada, recognized MCS as a disability.
- EHS is officially a disability in the Netherlands, Sweden.
These recognitions constitute relevant information requested by the Call for Evidence. The failure to address these sensitivities means that the potential of persons with disabilities remains largely untapped. Increasing their participation in the labour market is essential for the EU to reach its employment goals and enhance competitiveness.
Recommendations for New Time-Bound Actions (2025–2030)
We suggest that the new time-bound actions outlined in the Communication explicitly support and include MCS and EHS. Possible initiatives could encompass awareness-raising, the provision of guidance and the exchange of good practices.
We specifically request that the new actions:
- Strengthen Awareness and Expertise: Dedicate specific efforts, possibly through the Disability Platform, to raise awareness, improve knowledge and expertise among relevant stakeholders concerning environmental sensitivities (EHS/MCS).
- Ensure Full Accessibility: Guarantee that implementation and enforcement of EU legislation on accessibility fully account for environmental sensitivities. This will ensure that individuals with EHS are afforded the same rights and opportunities as all other individuals and can access and contribute to digital environments.
- Promote Independent Living: Support EU countries in creating affordable, safe and adaptive living and working environments (e.g., reduction of electromagnetic/chemical exposure) to combat segregation and fulfill Principle #17 of the European Pillar of Social Rights. To be able to live independent, some EHS persons will need white zones with no or very low (only for emergency calls) electromagnetic fields, to recover or to live there permanently. Such areas can be created at the border of nature reserves.
By integrating EHS and MCS into the enhanced Strategy, the EU will address implementation gaps and strengthen its commitment to its founding values.
