AI Continent – new cloud and AI development act

About this initiative: The EU addresses Europe’s gap in cloud and AI infrastructure capacity through:

  • research & innovation to accelerate the greening of compute infrastructures and data centres for cloud and AI;
  • facilitation of private investment in sustainable cloud and AI capacity, to triple the EU’s data processing capacity in the next 5 to 7 years;
  • actions to increase the secure processing capacity of EU-based cloud providers.

Feedback from Europeans for Safe Connections

Europeans for Safe Connections opposes this proposal, because it promotes acceleration. By its very nature, an acceleration-focused legislative framework reduces the time and opportunity to generate, evaluate and incorporate long-term scientific evidence on impacts on public health and the environment.

Acceleration and the precautionary principle pursue different objectives. While acceleration aims to shorten deployment timelines, the precautionary principle requires sufficient scientific evidence where uncertainty exists. The proposal strongly advances the former while giving insufficient consideration to the latter.

Should the legislative process nevertheless continue, we recommend adding a new point to Annex I:

9. Grand Challenge 9: Health Impacts
Development of independent methodologies for assessing environmental and public health impacts, including cumulative impacts and long-term monitoring, in accordance with the precautionary principle.

These recommendations also apply to edge computing infrastructure supporting 5G deployment. The accelerated deployment of edge computing infrastructure is closely linked to the expansion of 5G networks, as many edge data centres are deployed as part of 5G infrastructure to support low-latency digital services.
